Shifting the structural dynamics of its midstream energy architecture, the federal government has unveiled plans for Pakistan’s first Greenfield Deep Conversion Refinery Project in Hub, Balochistan.
This industrial initiative, developed by SPEC Refinery Private Limited, was finalized during a high-level strategic review chaired by Federal Minister for Commerce Jam Kamal Khan and SPEC Refinery Chairman Zafar Sheikh.
Transforming the Economic Landscape of Hub
This greenfield development represents a massive shift from traditional hydro-skimming facilities to modern, highly efficient deep-conversion capabilities.
The primary socioeconomic and operational pillars of the SPEC Refinery project include:
- Massive Job Creation: The infrastructure development phase and subsequent full-scale operations are projected to create 2,000 direct industrial jobs in Balochistan, stimulating the regional economy.
- Import Substitution: By refining crude domestically into Euro-V compliant petrol and diesel, the project will save billions in foreign exchange reserves currently spent on importing finished petroleum products.
- Petrochemical Feedstock Generation: The deep-conversion architecture will yield essential byproducts, feeding localized downstream manufacturing units including plastics, synthetic fibers, and industrial chemicals.
