The Pakistan Telecommunication Authority (PTA) has revised its eSIM pricing and transfer policy, capping the initial cost at Rs1,500 and allowing users to transfer their eSIMs between compatible mobile phones free of charge up to 10 times.
The revised policy, introduced in consultation with cellular mobile operators, is expected to take effect by mid-August 2026. The move follows directions from a parliamentary committee seeking a more consumer-friendly eSIM transfer mechanism and reduced dependence on visits to customer service centres.
Under the existing system, subscribers can transfer an eSIM to another compatible handset using the original QR code issued at the time of activation, subject to the applicable conditions. The new framework formally establishes free transfers for up to 10 device migrations.
The PTA is also working on a digital mechanism that would allow subscribers to migrate eSIMs securely without visiting telecom service centres.
Separately, the regulator is consulting with NADRA and mobile operators on a multi-factor verification system for SIM issuance and ownership verification.
Proposals include facial recognition through NADRA’s Pak ID application and self-service biometric verification through mobile operators’ apps. The initiatives aim to improve security while making SIM-related services more accessible.
