Port Qasim garment city attracts Artistic Milliners investment

Pakistani textile and denim manufacturer Artistic Milliners is set to invest more than $18 million in a manufacturing facility at the proposed 400-acre Garments City at Port Qasim, as Pakistan seeks to expand high-value apparel production and boost textile exports.

The development was announced by Federal Minister for Maritime Affairs Muhammad Junaid Anwar Chaudhry while reviewing plans for the export-oriented industrial cluster. The Garments City is being planned as a public-private partnership and will focus on high-value apparel manufacturing.

The first phase of the project will cover 250 acres, with around 35% of the area allocated for internal roads, utilities and green spaces. The initial commercial plan includes 32 industrial plots of five acres each, although authorities may reduce plot sizes to two or three acres to accommodate more investors and manufacturing units.

Artistic Milliners’ proposed facility will incorporate vertical integration and green technologies, according to the project plan. The investment is expected to serve as an anchor for further private-sector participation in the apparel manufacturing zone.

The first phase of the Garments City is projected to create 138,125 jobs and generate around $2.2 billion in annual exports. The project also aims to increase Pakistan’s average garment export value to approximately $8 per piece, supporting a shift towards higher-value textile and apparel products.

The Port Qasim Authority will provide infrastructure and utility services to industrial units. Planned capacity for the overall project includes 13 million gallons of water per day, 64 megawatts of on-grid electricity and 750,000 pounds of industrial gas per day.

The proposed zone will also feature a one-window mechanism for exporters, including streamlined export processing, specialised customs desks and dedicated transport corridors.

The initiative is part of the government’s broader effort to strengthen Pakistan’s industrial and export base by bringing manufacturing, port infrastructure, utilities and trade facilitation together in a dedicated apparel cluster.
