The Government of Japan has formally agreed to provide Pakistan with a $16.4 million grant (equivalent to 2.58 billion Japanese yen) through the Japan International Cooperation Agency (JICA) to bolster flood protection infrastructure in Sindh. The funding will finance the “Project for Flood Protection and Dike Improvement on Indus River in Sindh Province,” which centers on reinforcing the vital Old Abad Bund located along the right bank of the Indus River in the Larkana district. The bilateral agreement was finalized in Islamabad via the signing of official exchange notes, a record of discussion, and the primary grant agreement between Pakistan's Ministry of Economic Affairs and Japanese diplomatic representatives.This strategic intervention addresses chronic flood vulnerabilities along the Indus River basin, aiming to safeguard local communities, agricultural acreage, and rural livelihoods from escalating monsoon risks. The initiative builds upon Tokyo's ongoing disaster-resilience portfolio in Pakistan, following a previous $18.5 million JICA grant approved in November 2024 dedicated to upgrading flood forecasting and control systems across the Indus Basin.

The assistance amounts to 2.58 billion Japanese yen and will be used for the “Project for Flood Protection and Dike Improvement on Indus River in Sindh Province.” The agreement was formalised in Islamabad through the signing of exchange notes, a record of discussion and the grant agreement.
The project will focus on strengthening the Old Abad Bund in Larkana district, located on the right bank of the Indus River. The work is aimed at improving protection for communities vulnerable to seasonal and monsoon flooding.
Pakistan’s Ministry of Economic Affairs and the Japanese government signed the agreements, with officials highlighting Japan’s continued development assistance and technical cooperation with Pakistan.
The project comes as Pakistan continues to face significant flood risks, particularly in areas along the Indus River. Strengthening embankments and flood-control infrastructure is intended to reduce potential damage to communities, agriculture and other assets during high-flow events.
Japan has previously supported Pakistan’s flood-management efforts. In November 2024, Tokyo approved a separate $18.5 million grant through JICA for improving flood forecasting and control functions in the Indus Basin.
The latest grant adds to Japan’s broader support for Pakistan’s disaster-resilience efforts, with the focus shifting from emergency response toward strengthening infrastructure capable of protecting vulnerable communities from future flooding.
