In a major move to modernize the country’s identity infrastructure, the Federal Government formally upgraded the National Identity Card (NIC) and Pakistan Origin Card (POC) frameworks on February 24, 2026. Under the new “One Nation – One Identity” reform, QR codes have been introduced as a mandatory legal security and authentication feature.

Key Updates to the ID System

  • Advanced Verification: The system now integrates enhanced biometric verification, officially recognizing fingerprints and iris scans alongside the new QR codes for a multi-modal authentication approach.
  • Uniform Design: A core reform is the replacement of the previous dual-format system (chip and non-chip cards) with a standardized ID card featuring machine-readable QR codes for all citizens.
  • Special Categories: Senior citizens aged 60 and above will now receive lifetime-valid IDs marked with a distinct senior citizen logo. Additionally, residents of Azad Jammu & Kashmir (AJK) will receive cards with a specific “Resident of Azad Jammu and Kashmir” inscription to ensure uniform geographic identification.
  • Security & Trust: The amendments introduce immediate service suspension controls, meaning a suspended card loses all verification privileges across digital and institutional channels to prevent fraud and impersonation.

Digital Ecosystem Integration

This transition, powered by the National Data Exchange Layer, enables instant offline and online verification, reducing manual handling and strengthening overall digital trust in the national identity system. The rules also grant NADRA the flexibility to adopt future technological features without requiring repeated legal updates.
