Karachi is set to digitize around 4.5 million properties under a World Bank-supported initiative aimed at modernizing municipal governance and strengthening urban management through geospatial technology.

A major milestone has been achieved through the development of a GIS-based Urban Immovable Property Tax System, under which approximately 4.5 million properties are being surveyed and digitized in one of Pakistan’s largest municipal property mapping exercises.

Officials said the resulting geospatial database is expected to significantly improve municipal revenue generation by expanding the tax base and enhancing accuracy in property records.

The system is also expected to strengthen urban planning and support evidence-based decision-making across the city, enabling authorities to better manage infrastructure development and public services.

The initiative is part of broader efforts to build a more livable, better managed and financially sustainable Karachi by strengthening local governments, modernizing municipal administration and improving urban service delivery.

Authorities said the integration of digital tools into municipal systems marks a key step toward improving transparency, efficiency and long-term urban governance in Pakistan’s largest city.
