ADB $1 Billion Loan India Urban Transformation Program

The Asian Development Bank (ADB) has approved a $1 billion loan to support the Government of India’s urban reform agenda, aiding the country’s momentum to transform its cities into hubs of economic growth, innovation, and livability.

The Urban Transformation and Investment Program supports the implementation of India’s flagship Urban Challenge Fund (UCF). By partnering with the Ministry of Housing and Urban Affairs (MoHUA), ADB will also provide $3 million in technical assistance to help implement the program and build bankable project pipelines.

Key Focus Areas of the Program

  • Financial & Market Reform: Expanding access to commercial capital for urban local bodies through municipal bonds and market-based financing mechanisms.
  • Resilient Urban Regeneration: Promoting transit-oriented development, public-space management, and inclusive design that protects women and girls.
  • Digital Governance & Transparency: Modernizing urban governance using digital tools to enhance efficiency, transparency, and data-driven decision-making.

Driving India’s Urban Economic Engine

India’s ongoing economic shift is closely linked to rapid urbanization. Cities currently generate nearly 70% of new jobs and account for about 63% of the nation’s GDP—a figure projected to rise to 75% by 2030.

“India’s cities will be central to achieving the Viksit Bharat vision of a fully developed nation by 2047. ADB’s value addition lies in helping translate the government’s urban reforms into a growing pipeline of bankable, investment-ready projects that can crowd in commercial and private capital,” said ADB Country Director for India Mio Oka. “By combining policy support, technical assistance, and financing, the program will strengthen urban institutions, expand access to market-based financing, and improve infrastructure and service delivery.”

Despite their economic weight, many Indian cities face structural limits in institutional capacity and financial resources. ADB’s multi-pronged support aims to resolve these bottlenecks and unlock private investment to keep pace with rapid growth.
