The Securities and Exchange Commission of Pakistan (SECP) has issued Circular No. 19 of 2026, rolling out a streamlined digital investor onboarding framework designed to reduce friction and accelerate entry into Pakistan's capital markets. The initiative establishes mandatory service level agreements (SLAs), capping account opening times at one working day for Sahulat accounts and two working days for standard accounts. The reform eliminates redundant paperwork by allowing financial intermediaries to rely on previous verifications completed by regulated financial institutions. Furthermore, API-driven integrations enable instant Unique Identification Number (UIN) generation and Central Depository Company (CDC) sub-account creation, supporting the regulator's target of expanding the national investor base to 2.5 million.

In a major push to deepen retail participation in Pakistan’s capital markets, the Securities and Exchange Commission of Pakistan (SECP) has promulgated Circular No. 19 of 2026. The regulatory update introduces a unified digital onboarding framework that standardizes account-opening protocols across securities brokers, asset management companies, and regulated financial intermediaries.

The framework directly addresses historical onboarding bottlenecks, replacing multi-week paper-heavy verification queues with automated digital workflows.

Core Structural Reforms in Circular No. 19

The new framework introduces several operational efficiencies for retail investors and brokerage houses:

  • Strict Processing Timelines: Brokers and intermediaries must process Sahulat (simplified) accounts within 24 hours and standard accounts within 48 hours. Applicants are issued digital tracking IDs and automated deficiency notices if documents require updates.
  • Elimination of Redundant KYC: Intermediaries are legally permitted to rely on existing customer verification (KYC) previously completed by an eligible regulated financial institution or notified third party, preventing repetitive form-filling.
  • API-Driven Infrastructure: Direct API integrations enable real-time Unique Identification Number (UIN) issuance and immediate Central Depository Company (CDC) sub-account activation, significantly minimizing manual intervention by back-office staff.

Leadership Vision and Market Impact

SECP Chairman Dr. Kabir Ahmed Sidhu emphasized that removing friction and entry barriers is vital for engaging younger demographics and boosting liquidity on the Pakistan Stock Exchange (PSX). By blending regulatory modernization with automated financial technology, the SECP aims to make capital market access as seamless as digital banking.
