The Power Division has announced a strategic initiative to digitize and automate Pakistan's electricity detection billing system to eliminate inflated bills, minimize discretionary human intervention, and enhance consumer protection. Detection bills—typically issued during meter malfunctions, technical faults, or unrecorded consumption—have historically relied on estimation-based models that frequently triggered billing disputes and prolonged grievances due to a lack of transparency. Under the newly mandated framework, all detection billing and recovery processes will undergo rigorous monthly monitoring to flag overbilling and abnormal consumption patterns early. Federal Minister for Power Division Sardar Awais Ahmad Khan Leghari noted that distribution companies (DISCOs) have been instructed to amend the NEPRA Consumer Service Manual and execute the necessary operational changes to safeguard consumer rights and streamline billing accuracy across the sector.
The Power Division has decided to digitise and automate the electricity detection billing system to prevent inflated bills, reduce human intervention and strengthen consumer protection.
Detection bills are issued when meters malfunction, technical faults occur or electricity consumption cannot be accurately recorded. However, the existing estimation-based system has sometimes resulted in bills that do not reflect actual consumption, leading to disputes and lengthy complaint-resolution processes.
The Power Division said the existing mechanism also leaves room for human intervention and discretionary decisions, raising concerns about transparency and possible irregularities.
Under the new system, detection billing and related recovery processes will be monitored every month. The monitoring is intended to identify overbilling and abnormal consumption patterns at an early stage and enable timely corrective action.
The Power Division has directed all distribution companies to make the necessary amendments to the NEPRA Consumer Service Manual and take other measures required to implement the revised mechanism.
Federal Minister for Power Division Sardar Awais Ahmad Khan Leghari said the reforms are aimed at protecting consumer rights, improving transparency and reducing unnecessary hardship for electricity users.
