The Special Investment Facilitation Council (SIFC) has initiated high-level engagement with Japan’s multinational conglomerate, Sumitomo Corporation, to explore strategic investment opportunities across Pakistan’s burgeoning mining and minerals sector. As Islamabad steps up efforts to attract premier foreign direct investment (FDI) in resource development, the SIFC is positioning the partnership to unlock capital in emerging mineral projects spanning the entire value chain—from initial exploration and extraction to advanced processing, industrial value addition, and downstream manufacturing.Headquartered in Tokyo, Sumitomo Corporation brings global technical expertise and robust financial backing, aligning with Pakistan's strategic shift away from raw mineral exports toward high-value domestic processing. Established in June 2023, the SIFC continues to serve as a streamlined "single-window" platform to expedite government approvals, mitigate investor friction, and drive forward aggressive FDI targets—including initial goals of securing $5 billion in foreign inflows.
The Special Investment Facilitation Council (SIFC) has engaged Japan’s Sumitomo Corporation to explore investment opportunities in Pakistan’s mining and minerals sector, as Islamabad seeks to attract greater foreign participation in resource development.
According to the SIFC, the engagement will focus on emerging mining and minerals projects with significant investment potential. The council said the move reflects growing international interest in Pakistan’s natural resource base.
Sumitomo Corporation is a major Japanese trading and investment conglomerate headquartered in Tokyo. Its engagement gives Pakistan an opportunity to connect a major international investor with projects across the mining value chain.
The SIFC said it is working to facilitate international investors and translate identified opportunities into commercially sustainable ventures, with mining and minerals identified as strategic sectors for investment.
Pakistan’s mining sector offers opportunities not only in mineral exploration and extraction but also in processing, value addition and downstream industrial activity. The government aims to attract investment that can help develop these segments rather than relying solely on the export of raw minerals.
The engagement is part of the SIFC’s broader mandate to attract foreign direct investment and provide investors with a central platform for navigating government approvals and investment-related decisions.
Established in June 2023, the SIFC has set ambitious investment objectives, including increasing foreign direct investment to $5 billion initially and targeting much larger investment flows over the longer term.
The potential involvement of Sumitomo could therefore mark another step in Pakistan’s efforts to bring international capital, expertise and technology into its mining industry, although specific projects and investment amounts have yet to be announced.
