FBR Special Tax Scheme small shopkeepers
✧ GENERATE BRIEFING

The FBR is addressing technical bottlenecks in the Special Tax Scheme for Small Shopkeepers, offering a 1% turnover tax and Green Plate compliance protection. The Federal Board of Revenue (FBR) is actively engaging with market representatives and trade bodies to smooth out practical and technical roadblocks in the initial rollout of the Special Tax Scheme for Small Shopkeepers.Designed to bring retail businesses into the documented tax network through a simplified framework, the voluntary scheme applies to individual shopkeepers with an annual turnover of up to Rs200 million. Participating merchants benefit from a 1% gross turnover tax rate (with a minimum baseline payment of Rs25,000), exemption from POS digital invoicing mandates, audit protection, and the issuance of an official "Green Plate" carrying a QR code that restricts routine physical inspections by tax officials. The FBR has urged traders experiencing registration hurdles via the IRIS portal or mobile application to reach out directly for administrative assistance.

The Federal Board of Revenue (FBR) said the Special Tax Scheme for Small Shopkeepers is currently in its initial implementation phase, with the tax authority working to resolve practical and technical difficulties faced by traders during registration.

The FBR said the government remains in close contact with traders, market representatives and trade bodies to ensure the scheme is implemented in a smooth, transparent and trader-friendly manner. Feedback from the business community is being actively reviewed to address genuine operational issues arising during field deployment.

Simplifying Retail Compliance and Registration

The tax authority has advised shopkeepers encountering difficulties with digital enrollment to approach local FBR offices or utilize designated help desks for guidance. The Board emphasized its commitment to ensuring eligible traders complete the registration process without facing unnecessary red tape.

The scheme aims to draw small shopkeepers into Pakistan’s documented economy via a simplified framework. Key structural highlights of the framework include:

  • Eligibility & Threshold: Applies to individuals deriving income primarily from a single retail shop with an annual turnover of up to Rs200 million.
  • Tax Rate & Minimum Liability: Tax is calculated at 1% of gross turnover, subject to a minimum cash payment floor of Rs25,000 alongside return filing.
  • Exemptions: Participating retailers are exempt from installing mandatory sales tax POS/digital invoicing hardware and are shielded from standard minimum tax provisions under Section 113.

The “Green Plate” and Audit Protection

To encourage voluntary adoption, compliant shopkeepers who register and fulfill their filing obligations receive an official FBR “Green Plate” featuring an encrypted QR code containing business particulars. Under the notified procedure, the display of this plate legally restricts routine, arbitrary entry by tax officials into the merchant’s premises.

Field formations have been directed to intensify awareness campaigns and coordinate closely with local market committees. The FBR maintains that continued collaboration between tax authorities and trade organizations will be vital to ironing out lingering technical roadblocks and successfully expanding the documented tax base.
