AI cyber risks Bangkok Annual Meetings 2026
✧ GENERATE BRIEFING

Speaking at the plenary session of the 2026 World Bank Group–IMF Annual Meetings in Bangkok, International Monetary Fund (IMF) Managing Director Kristalina Georgieva warned global finance ministers and central bank governors that expanding public debt burdens, rapid artificial intelligence (AI) adoption, and escalating cyber risks pose interconnected threats to global economic stability. Georgieva called for immediate, structured international collaboration to reinforce regulatory guardrails, protect cross-border financial systems, and ensure technological innovation does not deepen digital economic divides.Key operational, policy, and risk dynamics outlined by the IMF leadership include:Accelerating Vulnerability Timelines: Georgieva cautioned that the window between software vulnerability discovery and exploitation has shrunk dramatically—from months to hours, and rapidly approaching minutes requiring automated, AI-driven threat detection and real-time supervisory mechanisms. Systemic Risk to Financial Inclusion: Widespread digital fraud and cyberattacks threaten operating continuity for commercial banks and risk eroding public trust in digital banking infrastructure, disproportionately impacting vulnerable populations in developing economies.

International Monetary Fund (IMF) Managing Director Kristalina Georgieva has urged global financial leaders to strengthen international cooperation as rising public debt, rapid advances in artificial intelligence (AI) and increasingly sophisticated cyberattacks pose growing risks to the world economy.

Speaking at the annual meetings of the IMF and World Bank in Bangkok on Friday, Georgieva called for urgent and practical cooperation to address emerging threats that could undermine economic stability and confidence in financial systems.

Cybersecurity Vulnerabilities and Shrinking Exploitation Windows

Cybersecurity has become a growing concern for financial regulators as criminals use advanced technology to improve fraud, exploit vulnerabilities and target digital services. A major cyberattack against a bank or critical financial institution could disrupt operations and weaken public confidence in the wider financial system.

Georgieva cautioned that the interval between the discovery and exploitation of software vulnerabilities is shrinking from months to hours and could soon fall to minutes. She warned that widespread cyber fraud could discourage people from using formal financial services if they lose confidence in the security of digital transactions, particularly affecting people who are already on the margins of the banking system.

Artificial Intelligence and Financial Market Stability

The growing use of AI presents both opportunities and risks. While investment in AI infrastructure is supporting economic activity, increasingly capable systems could also introduce new cybersecurity vulnerabilities and create challenges for regulators seeking to protect financial institutions and their customers.

The IMF has separately identified the possibility of a major cyberattack, elevated borrowing costs and a potential correction in AI-related financial markets as risks to global financial stability. Rising public debt adds another challenge, limiting governments’ capacity to respond to economic shocks.

Multilateral Coordination and Supervisory Safeguards

Financial authorities are increasingly calling for closer coordination among governments, regulators, banks and technology companies. International cooperation could help improve threat detection, strengthen cyber defences and establish more effective responses to attacks that cross national borders.

Georgieva’s warning underscores the need for financial institutions to keep pace with technological change while maintaining public trust. As AI adoption accelerates, policymakers face the challenge of encouraging innovation without allowing cyber threats and financial vulnerabilities to undermine economic stability.
