The Government of Pakistan and the Government of Japan have formalized a landmark Grant Agreement valued at JPY 350 million (US$ 2.2 million / ~Rs620 million) to execute the Human Resource Development Scholarship Program (JDS) 2026.
The agreement was signed during an official ceremony at the Ministry of Economic Affairs in Islamabad. The Exchange of Notes and Record of Discussions were signed by Muhammad Humair Karim, Secretary of the Ministry of Economic Affairs, and H.E. Akamatsu Shuichi, Ambassador Extraordinary and Plenipotentiary of Japan to Pakistan. The official Grant Agreement was signed by Miran Mohiyuddin Soomro, Senior Joint Secretary at the Ministry of Economic Affairs, and Yusuke Shinozaki, Chief Representative of JICA Pakistan.
Capacity Building for Federal Civil Service Officers
Extended through the Japan International Cooperation Agency (JICA), the FY2026 grant marks the 9th installment of the JDS initiative in Pakistan since its launch in 2018.
The new tranche will fund advanced post-graduate degree programs at leading Japanese universities for 17 young Federal Civil Service and Ex-Cadre officers:
- 16 Master’s Degree Scholarships
- 1 PhD / Doctorate Program Scholarship
Selected officers are directly involved in public policy formulation, socioeconomic planning, and administrative reform.
Long-Term Impact of the JDS Project
Since 2018, the JDS program has dispatched eight batches—totaling over 100 Pakistani government officials—to Japan. More than 80 scholars have completed their studies and returned to serve in key government roles. Beyond degree programs, Japan regularly hosts Pakistani civil servants for specialized short-term technical training courses.
Speaking at the ceremony, Federal Secretary Muhammad Humair Karim expressed gratitude to Japan for its continuous developmental support. Ambassador Akamatsu Shuichi and JICA Chief Yusuke Shinozaki reaffirmed Japan’s commitment to strengthening public sector capacity and deepening bilateral cooperation between the two nations.
