The action followed a complaint by Target Marketing (Private) Limited, which alleged that around 400 SIMs had been issued in the company’s name without its request, approval or authorisation. The company later received a recovery notice seeking Rs626,360.48 in outstanding dues linked to the SIMs.

PTA said Jazz failed to provide complete records demonstrating compliance with mandatory requirements, including corporate authorisation documents and end-user credentials. The regulator also noted that operators have continuing responsibilities to ensure verification, traceability and monitoring of corporate and bulk SIMs.

The authority rejected Jazz’s position that the matter was primarily a billing or commercial dispute, saying the case involved broader regulatory non-compliance in SIM issuance and monitoring.

PTA has directed Jazz to deposit the Rs38.9 million penalty within 30 days of the enforcement order.
