SECP Corporate Intelligence Unit CIU
✧ GENERATE BRIEFING

The Securities and Exchange Commission of Pakistan (SECP) has approved the establishment of a dedicated Corporate Intelligence Unit (CIU) designed to identify suspected financial fraud and illegal investment activities proactively. Transitioning from a complaint-driven regulatory model to a risk-based intelligence framework, the CIU will monitor open-source data to detect unauthorized financial schemes before investor capital is compromised. Key operational, statutory, and organizational parameters include:Targeted Illegal Activities: Focuses on detecting Ponzi and pyramid schemes, unlicensed deposit-taking operations, unauthorized lending activities, and businesses operating outside their registered statutory mandates. Intelligence Gathering & Surveillance: The unit will scan digital advertisements, social media networks, and news reports to turn public domain data into actionable regulatory leads. Statutory Framework & Structure: Operating directly under SECP Chairman Dr. Kabir Ahmed Sidhu, the unit is established within the Chairman’s Secretariat pursuant to Section 20 of the SECP Act, 1997. It will be headed by a Director or Additional Director and supported by a team of two officers.

The Securities and Exchange Commission of Pakistan (SECP) has approved the establishment of a Corporate Intelligence Unit (CIU) to identify suspected financial fraud and illegal investment activities before they cause further losses to investors.

The unit will focus on registered companies suspected of operating Ponzi or pyramid schemes, accepting deposits or providing loans without the required licences, or conducting business beyond their approved objectives, according to the regulator’s announcement on Wednesday.

Open-Source Surveillance and Regulatory Transition

Unlike a system that relies primarily on complaints from affected investors, the CIU will proactively monitor publicly available information, including news reports, social media platforms and digital advertisements, to identify potential regulatory violations at an early stage.

The unit will analyse recurring patterns and connect information from different public sources to identify suspicious activities. Any leads verified through this process will be referred to the relevant SECP departments for investigation or enforcement action.

Inter-Agency Law Enforcement Coordination

Where necessary, the regulator may also share information with other law-enforcement and financial authorities, including the Federal Investigation Agency (FIA), National Cyber Crime Investigation Agency (NCCIA), State Bank of Pakistan (SBP) and National Accountability Bureau (NAB), to support coordinated action against suspected financial misconduct.

SECP Chairman Dr Kabir Ahmed Sidhu said the initiative would strengthen the commission’s risk-based surveillance by turning publicly available information into verified regulatory leads. Early detection, he added, could help authorities intervene before investor losses escalate.

Statutory Mandate and Operational Structure

The CIU will operate under the direct supervision of the SECP chairman and form part of the Chairman’s Secretariat under Section 20 of the SECP Act, 1997. It will be headed by a director or additional director and supported by a team of two officers.

The initiative is intended to improve the regulator’s ability to detect emerging risks, strengthen coordination with other agencies and protect investors from fraudulent financial schemes. However, suspected activities identified by the unit will require verification and appropriate regulatory or enforcement proceedings.
